Douglas Twait


Attorney Twait joined Wisconsin Judicare in September of 2021 as the Indian Law Office Director for Wisconsin Judicare in Wausau. Attorney Twait is a 1988 graduate of the University of Minnesota Law School (Go Gophers!). His first job out of law school was with the Mille Lacs Band of Ojibwe Indians working as their Commissioner of Corporate Affairs. The Mille Lacs Band Corporate Commission is an Instrumentality of Tribal Government charged with pursuing business and economic development opportunities for the benefit of the Band and its Members.  


His time at Mille Lacs coincided with the origins of gaming compacts under the then recently enacted Indian Gaming Regulatory Act. As an appointed official of the Mille Lacs Tribal government, Attorney Twait was responsible to negotiate gaming compacts on behalf of the Band and to direct founding and operation of the Band’s two gaming / resort business establishments. While there, he was able to turn those businesses into employment assets for Band members and other residents of rural Minnesota where quality jobs were hard to create. For Band members, they created avenues of upward mobility within those businesses to allow Band members to progress to the highest levels of executive positions within those businesses. This facilitated a transition from outside management to Tribal self- management of these two businesses. They also completed a bond issue whereby they utilized the cash flow of the businesses to borrow sufficient money from institutional investors to construct a grade school and high school, a new state of the art clinic, a government center and water tower water treatment center. This allowed the Band’s elected leadership to demonstrate that income from Band owned businesses could rapidly be converted to permanent community infrastructural improvements.

After leaving Mille Lacs, Attorney Twait worked many years as a Partner of a small law firm serving Indian Tribes and those wishing to conduct business with Indian Tribes on a wide range and matters, focusing on helping Tribes to develop legal infrastructure to facilitate business development within Indian Country and effective regulation of those businesses.  

Most recently, Attorney Twait has been a solo attorney working in the Wausau area doing much criminal public defender work and in assisting distressed small business clients negotiating settlement agreements with their creditors.
