Wisconsin Legal Needs Assessment Report 2022-23
Judicare Legal Aid (JLA) and Legal Action of Wisconsin (LAW) are funded by the Legal Services Corporation and other sources to provide free civil legal services to people who otherwise could not find, access, or afford legal help. The work of both organizations is grounded in the understanding that many low-income people face historical, structural, and intentional barriers that make it difficult for them to access legal services or alternative methods of obtaining justice. These barriers undermine the ability of low-income Wisconsinites to meaningfully participation in our communities.
JLA and LAW share a similar mission: to provide critical and free legal services to clients who would otherwise be denied justice. Through the needs assessment process, both organizations are joining together in the hopes of better understanding the characteristics of individuals and families experiencing poverty in Wisconsin, as well as the issues, areas of concern, and strengths and assets of the people eligible for JLA and LAW’s services.
The needs assessment engages in qualitative research in an equitable manner, including sharing the results of the research back to the people and partners that assisted with data collection or provided their own information as part of the process. In this way, the Needs Assessment team hopes that the information assembled here may be useful to other organizations and groups serving the people in Wisconsin who are experiencing poverty.
